Why is the settlement for penalty Over/Under market different from penalty Handicap market?

Penalty Over/Under market only counts penalty shots within 5 penalty kicks per team. Goals made during sudden death are not counted for Over/Under bets calculation.

For Penalty Handicap, bets are settled based on the final result including sudden death.
